I am guessing, and forgive me, this is a complete guesstamation on my behalf, but I am guessing Jer rage quited over Bolt Restarter not replying to his messages, demoted all the other moderators so they can no longer fix the site and therefore spoil the rest of the site for us. I know, some people can't be adult enough to say, "Hey, being an admin isn't my thing, so I'll give my two week notice and leave." so they have to ruin the site for thousands hundreds a few people who still enjoy it.

BUT, I could be wrong.

However, in the meantime, you may want to exchange information just in case Mr.Restarter has gotten sick of the kid shit and wants to pull the plug.
