That would depend a great deal on the culture in question. There is no such thing as a one size fits all definition of evil. It would also depend on treatment of the slave and if it's indentured slavery (which is voluntary and has limits to it such as what treatment the indentured servant gets and how long it lasts).

The whole culture of slavery was/is evil. But not all slave owners were evil. Both George Washington and Thomas Jefferson owned slaves but Americans consider them heroic, not evil. Different times,different morality.

Slave owvers would be people that lived ina culture in which slave owning was normal. I still find it evil and repulsive but I also see that when people always live in such a culture and they grow up with such ideas like one race is better than the other, owning slaves is what normal people do, and so on, then a lot of people that would in our times never support slavery, would have still been slave owners during other times because they were subjected to that culture all their life.
Now to answer the questions in a different way, strictly referring to that time period: yes, I do think that there were slave owners that were absolutely evil while others were good people. Just like some people that owned slaves would not just use them for work but mistreat and abuse them in all sorts of ways for the sake of doing so, there were also people that owned slaves, let them do work, but treated them the way one would normally treat another being.

You ask who in this day and age owns slaves?
Here's a partial list of places it is still practiced. Benin, Togo, Nigeria, Gabon, Sudan, Somalia, India, Pakistan, Dominican Republic, Haiti, Thailand, and Mauretania.
Also, human trafficing in sex slaves is rampant in several of the eastern European countries of the former USSR, and also from Asia. The women and children are kidnapped and sold to individuals in other places for the purposes of sex.

I guess it all depends on the definition of 'slave'. And the treatment of such a person.
