Don't you mean closure to the loved ones who lost someone on ground zero?
If that's what you mean, then no. Killing someone or having revenge on them does not make losing someone you love any better, because now instead your loved ones being gone, the killer is gone too - it doesn't bring back the people you love.
Sure you might feel peace of mind, but that doesn't make it right.
It's like bombing for peace....

yea, clearly he meant the people who lost a loved one and i'd say that they have some sort of closure.

Honestly, I don't think any of us can rightly judge how a person who lost a loved one in a horrendous act of terror feels at this point. I'm sure the range of emotion varies dramatically.
